A specialist at Spitex will be clarifying the needs and requirements at the start of care by means of the fee-based needs assessment. In the medical insurance law (KVG), it is established as a prerequisite that services from the nursing care services ordnance can be reimbursed by the health insurer or taken over. The needs assessment will be signed by your doctor of family doctor and passed on to the health insurance company.

In general the following applies:
Public as well as private Spitex organizations must have a cantonal operating license and a ZSR number for the billing of the health insurance funds. As a rule, the public Spitex organizations also have in addition, a service obligation with the canton or a community. This includes the coverage obligation that will be financially compensated by the public sector. Tied into that is the obligation to accept every order.
When it comes to the qualification of personnel, public and private Spitex organizations must both fulfill the same standards. For working conditions and wages, public Spitex organizations are oriented toward the personnel rights of the public sector. The vocational training obligations vary from one canton to another and apply to both the public as well as the private organizations.
The prices for care services are the same throughout Switzerland. For housekeeping and for social support services, there are differences for the public as well as the private Spitex organizations. These will be subsidized in part by the public sector.
Specialized palliative care provides services to people with incurable, life-threatening, and chronic and degenerative diseases, regardless of age and diagnosis. The services of the specialist palliative care team may be needed when a disease situation becomes destabilized, a set of complex treatment measures is needed, it is apparent that existing symptoms must be stabilized, or when current caregivers have exceeded their ability to provide required care.
This team provides support and coordination, and it integrates service offerings in all areas (medical, psychological, social, and spiritual).
